Seed production of vegetable crops – problems and ways to solve them

The Ministry of Agriculture of Russia has set the goal of increasing the availability of domestic seeds of vegetable crops to 75% by 2030. At the same time, the ambiguous state of the vegetable crop seed production subsector — which, in addition to domestic production, also involves the import of foreign seeds and the production of Russian bred seeds in other countries — does not allow us to speak with confidence about guarantees of achieving the set goal. Running a market economy in Russia, taking into account private ownership of land and means of production, while facing bureaucratic pressure in the form of various Decrees, Orders, Resolutions, Systems, and Indicators, creates very significant difficulties not only for the production of vegetable seeds themselves, but also for increasing the production of seeds with high quality standards. Given the current situation in the vegetable seed industry, it is necessary, under the leadership of the Minister of Agriculture of Russia, to hold an All-Russian meeting of representatives of the ANRSK, the Potato Union, whose members include breeders and seed growers of vegetable crops, the main producers of commercial vegetables, with the invitation of representatives of government organizations, the head of the Agrarian Committee of the State Duma, the head of the Federation Council Committee on Agrarian and Food Policy and environmental management, the head of the Federal State Budgetary Institution «Rosselkhoznadzor», the head of the Federal State Budgetary Institution «Gosortkommission» of the Federal State Budgetary Institution «Rosselkhoznadzor», at which to make decisions that are mandatory for all participants, which will contribute to the development of modern breeding, seed production of vegetable crops, as well as the production and processing of marketable vegetables. The purpose of writing this article is to analyze information from publicly available sources and data on the actual activities of a few Russian producers, and on this basis to propose a possible way out of the current difficult situation in domestic vegetable seed production.
