Breeding: an applied scence for substitution of imports

Criteria which will be able to make the developed Federal scientific and technical subprogramme (FSTS) on development of selection and seed production of vegetable cultures effectively functioning are listed. The factors allowing Russian breeding to become a highly competitive industry are considered.
